Agreed. But a bureaucracy can be reconstructed. If it's built, you can rebuild it. Biology can't be rebuilt. Much of Europe was basically a heap of ruins after WW II. But when I spent five months in Germany in 1987, it was hard to find a trace of WWII damage. I looked very hard.
